
Wyoming Bans Sports Bettors Who Harass Athletes, Joining Ohio and West Virginia
Sports bettor harassment against athletes will result in state-wide bans in Wyoming following a recent vote by the Wyoming Gaming Commission. The commission approved regulatory changes to combat this growing issue in sports betting.
The commission's new definition of harassment includes:
- Verbal threats
- Written threats
- Electronic threats
- Lewd/obscene statements or images
- Vandalism
- Non-consequential physical contact

Those found harassing athletes will be placed on an involuntary exclusion list, permanently banning them from sports betting in Wyoming. Both the NCAA and University of Wyoming have approved these changes.
The regulations will undergo a 45-day public comment period before going to Gov. Mark Gordon for final approval.
Wyoming joins Ohio and West Virginia as the only states with explicit athlete harassment bans:
Ohio's Provisions:
- Implemented July 2023
- Allows permanent bans for threatening athletes
- Covers threats before, during, or after sporting events
West Virginia's Rules:
- Gives Lottery Commission power to ban harassers
- Applies to athletes, coaches, and officials
- Bans based on prior convictions, violations, or pattern of harassment
- Includes hearing opportunity for accused parties
The move represents a growing trend of states taking decisive action against sports betting-related harassment of athletes and sports personnel.
