Wynn NYC Casino Plan Faces Unanimous Rejection from Local Community Board
A Manhattan community board committee unanimously rejected zoning changes crucial for Related Cos.' $12 billion Western Rail Yards development at Hudson Yards, which includes a proposed Wynn Resorts casino hotel.

The Land Use Committee of Manhattan Community Board 4 (MCB4) opposed the project primarily due to reduced residential units - just 1,500 compared to the originally promised 5,762 in Related's 2009 city agreement. While the board's opinion is non-binding, it could influence New York regulators' decisions on downstate casino licenses expected in late 2025.
The Friends of the High Line organization opposes the project, arguing that the proposed towers would obstruct views of the iconic park. However, labor groups strongly support the development, citing its potential to create 35,000 construction jobs and 5,000 permanent union positions.
Related CEO Jeff Blau warned against repeating the "Amazon Two" scenario, referencing New York's lost opportunity when Amazon withdrew its second headquarters plan in 2019. While some community members acknowledge that casinos will eventually come to New York City, they prefer not to have one in their neighborhood.
The project represents a significant expansion opportunity for Wynn Resorts, which currently operates only in Las Vegas and Boston within the US market. The committee will present its findings to the full board for further consideration.
