MGM Resorts Invests $755K to Fight Northern Virginia Casino and Skill Gaming Expansion

MGM Resorts spent over $755,000 in lobbying efforts to oppose both a potential Northern Virginia casino and skill gaming machines across the commonwealth. The gaming giant focused its resources on protecting its interests near the Virginia market, particularly its MGM National Harbor property in Maryland.

The company's lobbying efforts included:

  • $500,000 to a public relations firm opposing the Northern Virginia casino bill
  • $222,000 for six Richmond-based lobbyists
  • Support for the No Tysons Casino Coalition
  • Opposition to Senate Bill 212 regarding skill gaming machines

The proposed Tysons casino, championed by state Sen. David Marsden (D-Fairfax) and Comstock Companies, faced significant opposition from various groups, including:

  • Fairfax County Board of Supervisors
  • Local homeowners associations
  • Municipal governments
  • Over 100 former CIA and intelligence community officials

MGM's investment in opposing gaming expansion in Virginia appears strategic, as MGM National Harbor remains one of its most valuable properties:

  • Second-largest MGM gaming floor outside Macau (159,000 square feet)
  • 2,500 slots and 160 live dealer table games
  • BetMGM Sportsbook
  • 308-room hotel
  • Generated approximately $825 million in gross gaming revenue (GGR) in 2023
  • Ranked second in GGR outside Las Vegas, behind only Resorts World New York City

The company's efforts also helped defeat Senate Bill 212, which would have authorized skill gaming machines in businesses with Virginia Alcoholic Beverage Control Authority licenses. Governor Glenn Youngkin ultimately vetoed the bill after the General Assembly rejected his proposed modifications.
