Xi Jinping to Visit Macau for New Leader's Inauguration and 25th Handover Anniversary
Chinese President Xi Jinping will visit Macau on Wednesday to swear in Sam Hou-fai as the enclave's new leader, coinciding with the 25th anniversary of Macau's return to Chinese rule from Portuguese administration.
Sam Hou-fai, the first Macau leader born in mainland China, is a former judge and Beijing loyalist. He aims to diversify Macau's economy beyond its heavy reliance on gambling, aligning with Xi's vision for the region.

This marks Xi's third visit to Macau since assuming power in 2013. His previous visits in 2014 and 2019 emphasized the "one country, two systems" policy and warned against foreign influence, particularly in light of pro-democracy movements in Hong Kong.
The gambling landscape in Macau has transformed significantly since Xi's anti-corruption campaign began. The industry has shifted from VIP-focused junket operations to mass-market gaming, following Beijing's restrictions on money movement and junket operators.
Sam supports Xi's Greater Bay Area initiative, which aims to integrate Hong Kong, Macau, and Guangdong cities into an economic hub. He acknowledges the "unavoidable" challenges facing Macau's political and economic development and emphasizes the need for reform and innovation.
The new leader succeeds Ho Iat Seng, who declined to seek another term citing health reasons. Sam's appointment signals continued alignment with Beijing's vision for Macau's future development and economic diversification.
