Wynn Resorts Set for Years-Long Casino Monopoly in UAE Market

When Wynn Al Marjan Island integrated resort opens in early 2027 in the United Arab Emirates (UAE), it will likely enjoy a lengthy monopoly position in the region's casino market.

The General Commercial Gaming Regulatory Authority (GCGRA), established in September 2023, is taking a deliberately measured approach to issuing additional gaming licenses. GCGRA Chairman Jim Murren emphasized at the Skift Global Forum East 2024 that the government prioritizes establishing a rigorous, compliant regulatory framework over rapid expansion.

Currently, only two gaming licenses have been approved in the UAE: one for Wynn's integrated resort in Ras Al Khaimah and another for a lottery operator in Abu Dhabi. While other operators, including MGM Resorts International, have expressed interest in entering the market, Murren indicates new licenses won't be issued for several years.

"We'll see other integrated resorts in the UAE over the next five to 10 years, but Wynn has the head start," Murren stated during the conference.

Industry analysts project the UAE could become a significant gaming market:

  • Potential for 4 integrated resorts
  • Annual gross gaming revenue (GGR) estimates of $3-5 billion
  • Could rank fourth globally behind Macau, Nevada, and Singapore
  • Total addressable market potentially reaching $8.5 billion with expanded operations

The UAE's combination of tourist appeal and local wealth makes it an attractive destination for casino operators, though the total number of venues will remain limited compared to established gaming hubs like Las Vegas or Macau.

MGM Resorts has already confirmed interest in pursuing a UAE gaming license, with space reserved for a casino at their existing Dubai hotel property, indicating strong industry confidence in the market's potential despite the measured licensing approach.
