South Carolina Proposes Sports Betting Bill with 18+ Age Requirement

South Carolina's latest sports betting legislation, House Bill 3625 (South Carolina Wagering Act), proposes to legalize sports betting with a minimum age requirement of 18 years old. The bill, introduced by Republican Rep. Chris Murphy of Dorchester County, would make South Carolina one of only five U.S. jurisdictions allowing betting at 18.

Key aspects of the bill include:

  • 12.5% tax rate on sports betting revenue
  • Eight licensed operators permitted
  • Creation of South Carolina Sports Wagering Commission
  • Legalization of daily fantasy sports (DFS)
  • Mobile betting platform authorization

The bill defines sports wagering as accepting bets on sporting events, individual performance statistics, or combinations thereof through mobile applications and digital platforms using approved communications technology.

This marks the fourth attempt to legalize sports betting in South Carolina. Previous efforts in 2022 and 2023 gained some traction in the House but failed to progress in the Senate. Governor Henry McMaster's opposition to gambling expansion presents an additional hurdle.

Despite challenges, the bill has received bipartisan support. Supporters point to neighboring North Carolina's success with sports betting revenue, though South Carolina's smaller population may affect potential earnings.

If approved, South Carolina would join states like Louisiana, Kentucky, Connecticut, Iowa, and Kansas in offering mobile betting, though without traditional casino infrastructure, the state lottery would likely be the primary competition.

The 2025 legislative session begins next month, where lawmakers will evaluate this latest attempt at bringing regulated sports betting to the Palmetto State.
