Norfolk's $750M Casino Construction Set to Begin Next Month, Boyd Gaming Confirms
Norfolk casino construction is set to begin next month, according to Boyd Gaming officials. The $750 million project, developed in partnership with the Pamunkey Indian Tribe, will be located adjacent to Harbor Park stadium.
David Strow, Boyd's VP of corporate communications, confirmed they have submitted licensing materials to Virginia gaming regulators and are finalizing site plans with Norfolk City.

The project's key features include:

- Eight bars and restaurants
- Live entertainment venue
- Meeting and event spaces

Boyd Gaming acquired an 80% stake in the project earlier this year from billionaire Jon Yarbrough, revitalizing the development that had received 65% voter approval in 2020. The company brings significant expertise, operating 28 casinos across 10 states with a market capitalization exceeding $6 billion.
A temporary gaming pavilion is expected to open next year while the permanent resort is under construction. This development joins three other operational casinos approved in Virginia during the 2020 election, with a fourth planned for Petersburg and potential legislation for a Fairfax County location pending.
Boyd Gaming's strong financial position, with $3.7 billion in revenue and $620 million in net income for 2023, positions them well to deliver on this significant project for Norfolk's waterfront.
