The National Council on Problem Gambling (NCPG) endorses the reintroduction of the Gambling addiction Recovery, Investment, and Treatment (GRIT) Act by Senator Richard Blumenthal (D-CT) and Representative Andrea Salinas (D-OR). This groundbreaking legislation establishes the first federal funding stream for gambling addiction treatment, prevention, and research across the United States.

The GRIT Act addresses the growing need for problem gambling services, especially amid the rapid expansion of sports betting and other gambling forms. It allocates 50% of the federal sports betting excise tax to support gambling addiction programs through two main channels:

  • 75% goes to states and health agencies for prevention and treatment via the SAMHSA Substance Abuse Prevention & Treatment Block Grant program
  • 25% is directed to the National Institute on Drug Abuse for research grants

Key Features of the GRIT Act:

  • Utilizes existing Health & Human Services programs for distribution
  • Requires effectiveness reporting within three years
  • Provides sustained funding for 10 years
  • Helps states develop best practices and long-term solutions
  • Creates no new bureaucracy

The NCPG emphasizes the urgent need for federal support in addressing gambling addiction. With the expansion of gambling opportunities nationwide, this legislation provides essential resources for prevention, treatment, and research programs.
