Massachusetts Officials Fear Social Impact of New Hampshire Border Casino Project
Lawrence, Massachusetts city officials have expressed concerns about a newly approved casino in Salem, New Hampshire, warning it could bring social problems to their community.
The $160M Live! Casino, set to open next year at The Mall at Rockingham Park's former Lord & Taylor store location, will feature:
- 900+ historical horse racing machines
- 40 table games
- Sports lounge
- Restaurants and bar
- Potential future hotel addition

The Lawrence City Council passed a resolution opposing the casino, citing concerns about:
- Targeting vulnerable populations (low-income workers, elderly, disabled)
- Gambling addiction risks
- Potential increases in bankruptcy, divorce, and domestic violence
- Higher suicide rates associated with gambling addiction
The casino, located 6.6 miles from Lawrence, is expected to generate $31M annually for New Hampshire and approved charities while creating 700+ permanent jobs.
Local opposition raised additional concerns including:
- Public safety
- Traffic impact
- Lighting issues
- Pedestrian and cyclist safety
- Deed restriction questions
Despite these concerns, many Salem residents support the development, with Town Council Chair Joe Sweeney noting the project aligns with a decade-old town vote supporting such a facility.
The project developers include Joe Faro, Sal Lupoli, and the Cordish Companies, with completion expected in 2025.
