Empire City Casino, operated by MGM Resorts International since its $850 million acquisition in 2019, has generated over $5 billion for New York State, with a significant portion supporting public education.

The Westchester County facility currently operates 4,448 video lottery terminals (VLTs), with each machine averaging $356 in daily win. Revenue distribution follows a structured format:
- 39.5% retained by Empire City Casino
- 50.5% allocated to New York State Education Fund
- 10% distributed to gaming manufacturers and Gaming Commission
The casino contributes approximately $25 million monthly to education, representing about 30% of all VLT casino contributions statewide. Beyond education funding, Empire City generates hundreds of millions annually supporting harness racing and local government initiatives.
MGM's future plans include:
- Securing one of three downstate casino licenses
- Converting to MGM Empire City with full casino amenities
- Adding live dealer table games and retail sports betting
- Developing a 5,000-seat entertainment venue
- Introducing new dining outlets from celebrated chefs
The proposed transformation would create 2,500 direct jobs and generate over $1 billion in annual economic impact, while supporting more than 10,000 indirect and induced jobs. Recent improvements already include a new VIP gaming room, employee dining area, and LED lighting upgrades to the 125-year-old racecourse.
