Concord Casino Owners Battle License Revocation in NH Court Challenge

A legal battle is unfolding as Concord Casino's attorneys challenge the recent revocation of its gambling license in New Hampshire's Merrimack County Superior Court. The lawyers argue that Administrative Judge Gregory Albert's ruling to revoke the license was "unreasonable and unlawful."

Co-owner Andy Sanborn's legal team claims state officials are actively interfering with potential sales of the charitable casino, despite interest from buyers including Bettor Investment Group and Full House Resorts Inc. They allege authorities attempted to intimidate potential buyers by suggesting they could face criminal liability for previous conduct.

The casino was ordered to close and sell the property approximately a year ago following an investigation, with its license being suspended. Last month, Judge Albert ruled that state officials could proceed with a two-year license revocation, complicating potential sale efforts.

The legal challenges stem from multiple issues. New Hampshire Attorney General John Formella investigated Sanborn and his wife, Rep. Laurie Sanborn, for allegedly misusing $844,000 in COVID relief loans, including purchasing luxury vehicles. In October, Sanborn was arrested for allegedly inflating the casino's gross receipts by about $1 million to obtain an additional $188,000 in pandemic aid.

State officials deny attempting to block the casino's sale, and court arguments are expected to take place next year.
