Bally's Chicago Avoids Penalty After River Construction Debris Incident

Bally's Corporation won't face penalties for a December incident where demolition debris entered the Chicago River at their $1.7 billion casino development site in River West.

The incident occurred when protective mesh netting failed, allowing perlite—a non-toxic insulation material—to spill into the waterway. While the white powdery substance raised environmental concerns, investigations by state and local authorities found no violations of environmental laws.

The Chicago Department of Buildings has allowed demolition work to resume after approving a corrective action plan. New safety measures include reinforced mesh netting and a collection barge in the river.

The demolition of the former Freedom Center printing facility, purchased by Bally's for $200 million, remains on schedule for completion by January's end. The project will ultimately feature a 500-room hotel resort with 3,400 slot machines, 173 table games, VIP rooms, and a sportsbook.

While the permanent facility won't open until late 2026, Bally's temporary casino at Medinah Temple has operated since September 2023, generating $124.6 million in its first year. The company continues hiring, offering free six-week dealer training courses and various career opportunities for those interested in transitioning to the permanent resort.

Monica Scott, VP of community engagement, emphasizes their focus on recruiting talented staff with growth potential as they prepare for the 2026 permanent facility opening. The Chicago Community Builders Collective, a joint venture of seven minority-led construction firms, oversees the demolition project.
